Shortened US bumpers

I jsut had Kervin Ridgley over to pick up some parts and he mentioned to me
that the US bumper brackets can be shortened to give them more of a Euro
look. Does anyone have a tech on this procedure or at least the best
dimension to shorten them by for the most effect?
