I don't know of a timing belt cover that has been put back on and DIDN'T
rattle.  I wouldn't worry about it.

it could indicate that he likes the mechanical look. I know a few people who
run without them just 'cause they like the look! there's also some who run
without them 'cause they just changed the belt and have gotten too lazy to
bother putting it back on.
