Teach me how to Tap n Die

I found a snapped off bolt on the side of the Hydro head and have
drilled out the steel stud very carefully. I could not get the
reverse-it-out to engage and I am stuck with an aluminum surface I need
to attach a stud to or be able to thread a bolt into.

Area in question is the water (outlet right) on the trans side of an 1.8
RD motor.

I waited until I wasn't pissed off any more to write, else I would have
been whining. As it is I'm still plenty pissed off, this close to being
finished.
