It isn't.  I don't remember all the reasons but there are
several.

Research this.  It is expensive to modify a 16v, but
comparatively cheap to mod an 8v to produce significant
gains in HP.

Research research research....

I would say look into all your options, and don't spend
much / any money until you decided on your ultimate goal
for the car.  You will likely end up making fewer costly
mistakes that way.

Also FWIW, why go through all the trouble of installing a
16v when you could buy one for what it's probably going to
cost to do the swap?
