DIY Rear Swaybar???

Why is the Shine bar in that picture mounted so low? It is on a stand off
block that reduces the ground clearance just as Dave observed. However, I've
got a Shine bar on my car and it has no such plate. It is tucked up nicely
on the cross beam and does not hang lower than the car at all.
