cheap 8v scirocco in NJ "northern" $349

okay okay I have to ask, I keep seeing people posting year of a car with
86.5 or 88.5 and now 83.5 what make a rocco a .5 year more than the year it
was sold in ? if a car was sold in 1983, why would someone call it a 83.5?
what is this .5 based on? please enlighten me once and for all.
