thoughts on my 16v

I may be in a similar situation with my '86. I bought it from a guy who advertised it on scirocco.org. He gave me a bill of sale and promised to send the title. That was in November, and he hasn't replied to my emails since about December. I'm going to try calling his parents before I do something fishy to register the car, but I seem to be running out of options.

A few years back, I heard of a company in the NorthEast (NJ?) that could help. Whatever state they were in didn't require a title on older cars, so you sent them a bill of sale, selling the car to them for $1, and they registered it and sold it back to your for $1. I think they charged $100 for this service. Does anyone know anything about this?

The only spare title I have is for an '80 Rabbit, which probably doesn't look enought like an '86 Scirocco to work.
