16" Wheels/Tires Poll

Yes, ET is the distance from the mounting face of the wheel to the
center. Now on a normal Scirocco the mounting face is well outboard of
the center (positive offset) so decreasing the offset would move the
center of the wheel out.
OTOH, on YOUR Scirocco the mounting face of the wheels may actually be
inboard of the center of the wheel (negative offset). In this case you
are correct that a bigger NEGATIVE offset would move the wheel out
further.
