sad news - importing Sciroccos

Better yet, what is the law about importing uni-bodies. For example, if I
imported a non-running straight body, and tell them that I am swapping all
the running gear, interior, etc into it, would that then satisfy them, or is
the shell not considered "parts". I can get used transmission parts, or
used interior parts, what about a whole body? What about having Dirk source
one, pull the engine and trans, and then I arrange shipping to the states as
a used uni-body? The MKI "body" itself is certified, just not the bumpers,
turnsignals, and non cat engine, right?
