electrical/wiring help needed

i had a small electrical fire on the way home tonight: puff of smoke that 
smelled bad and the dash lights went out (radio too..but it came back minus 
the memory). anyway, got home and check the fuse panel first but its all 
good..so i look up under the dash and notice a gray wire with blue stripe 
that is burnt/bubbled/melted/exposed along almost its entire visible length! 
it goes under the steering column and towards the center console/back of the 
stereo.  i would like to replace this wire now but i dont know how much of 
it needs to be replaced or if something else caused it. i dont know much 
about the electrical systems of the car so any help would be greatly 
appreciated.
