OK, after doing a bit of research, I have answered my question as to
why relays are used. Put quite simply, because stepping down
12VDC@30amps is a real pain if you don't want to generate an
excessive amount of heat. As I have been researching the problem, I
have come to find out that what I am proposing is essentially a
scaled down version of the light control systems used on police and
rescue vehicles. Basically, I am talking about total overkill, which
of course means I must do it, because it is just plain cool! From
looking over various emergency vehicle light control systems, I am
starting to get an idea how this needs to be done properly.

I will keep everyone informed as I discover more, but right now I am
off to research the best way to manage 30 amps without generating too
much heat.








The goal is to overcome the deliberate nature of the process.

Lee- As Marc said, 15V should be more than sufficient, since 14V is
about the max an alternator will normally (I said "normally" :)...)
put out.  Marc also gave a good requirement for input/output
terminals. Anything out there that can waterproof (for corrosion
resistance) those connectors/terminals?  Mil-spec Amphenol fittings?
Figure amps at 80A for each low beam filament, 100A each high beam
filament.  Sound about right....list?  How about configuring your
unit to power both high- and low-beam filaments in the low beam bulbs
when on high?  Or is that asking too much of our charging systems? 
Mon, the possibilities are eeeeenndlessssss.....!  Work on this,
cause I can wield a soldering gun!
