Hooking up euro lights.

I have been looking at the euro lights I just got, and thinking about
how to hook them up. Now, I have looked at the procedure on
scirocco.org, and my first question is: Why all the relays? I am
probably missing something, but I don't understand what purpose all
the relays serve. I realize that you have to take the output for two
lights, and run them into one, but why use a relay for that?
Measuring the signal on the connectors, I got 11V with the fuel pump
running, and the alternator not running (late at night and I didn't
want to wake anyone up, so I didn't start the car), so I would assume
that there would be 12V when the car is actually running. So, what am
I missing? it seems strange to me to use a switched 12V signal, just
to switch another 12V signal. Why not just use the original
signal/wire? It seems a lot easier to just rewire the connector,
rather than ripping out the old wires, putting in new relays, finding
a place to mount the new relays, and then running new wires.

The reason I ask, is because I hate electro-mechanical relays (they
just seem so WWII), so was laying out a PCB to etch, when I realized
that I was laying out a circuit that essentially did nothing, except
use one signal to switch an identical signal, meaning it was really
just a wire splice laid out on a PCB, which is just a waste of
components. That was when it occurred to me that perhaps
electro-mechanical relays had some property or benefit I was not
taking into account. Please help me understand, because I am quite
confused at the moment.

The goal is to overcome the deliberate nature of the process.
