Starting when wet

This has happened twice now.  After a solid amount of rain, the car
won't start.  Cranks just fine, but I assume (haven't checked) that its
not actualy getting spark.  It started just fine about 3 hours later.

Whats getting wet?  Can I do anything to prevent it?
