it probably is your cat. mine passed for 5 yrs w/o one, but they toughened 
up the the limits enough in atl (especially regarding nox) that i had to 
break down and buy one in june. i think it's now actually cleaning the air 
:) bottom line is stuff that used to pass no problem may not anymore in some 
areas.
