Windshield Wipers...

My wipers don't work. I haven't tried them since I got the car back from the
swap, but they did work before that. 
The load reduction relay buzzes a lot when I push the stalk up, but not at
all when I push down for intermittent. The rear wiper works fine. Relay
replaced with known working one. Fuses all good. Connection at wiper motor
okay. Any suggestions? I'm going to test for voltage at the motor tonight.
