My '83 did that too.  I just bought a new water
temperature sender piece from our local VW parts
store, BowWow, for about $10.  Don't buy one at a
stealership because they wanted 2X or 3X as much. 
That's probably your problem.  The other 2
possibilities are bad wiring, corroded connectors at
the gauge or the sender, or a faulty gauge.
