Shawn:
You can start with a regular sandable primer as the first primer coat. The
problem is, if you do, you need to etch the metal (even if it's been sanded
or blasted) for good adhesion. This involves sponging on a diluted acid then
wiping off. It's a PITA and frequently leaves some surface rust as the rinse
off dries.
The self etching primer avoids all this crap and it's supposed to have
better corrosion protection. The down side is cost (no worry there ) and it
doesn't build enough to sand out even minor imperfections.
So, self etching primer followed by sandable primer applied after the
appropriate drying interval so it'll stick to the self etching, then sand
prime, sand prime, sand prime.....until your hands bleed or the surface is
perfect.
