that wouldnt make any sense
the bernoulli(bas spelling) effect is how the car gets its vacuum.
there is a flow of fluid (air water whatever) moving in a pipe with a hole
perpendicular to the flow. the flow rate INTO the mainpipe is directly
proportional (with some F(x) or constant) the the flow rate in the main
pipe. your problem is that at a particular RPM (flow rate big pipe) the
vaccuum (flow rate small pipe) goes to near zero.

For any of you vaccuum experts out there.
any suggestions.
I'm thinking about it and i am at a loss. Jewels.

Try the following.
with the car stationary plug all the holes except one for measuring the
vacuum. (there are 3 on the t-body two on the back and the big one on the
front. it is imortant that you plut them at the metal posts that stick
out.
rev the motor up and see if you get good vac. You should. there are no
vacc circuits other than these that I know of from this.

then try plugging one vacc circuit at a time until you find one that goes
bad. then t-shoot that system. in the same manner. Its slow but it should
work.

If that doesnt show your p[roblem then you have two cuircuits that are
interacting and then try pairs of the circuits (3 combos) until you get
the combo that does it.

if is more complicated than that we'll have a BBQ at your house and we'll
round up the willing NYC area listers to come and fix it. between the 19th
and the 29th. (when i'll be there)
