I'd remove it for now, and decide whether you want to spend the money 
on the new OEM foam pads, find an alternative methid, or leave it alone..

A ShopVac is the best way, that I have found to remove the old foam.

I use the one side of the ShopVac hose to scrape the foam off.
The foam comes right off and gets sucked up by the shop vac.

Most of the old foam makes it into the ShopVac, but you might 
want to throw a sheet over the engine compartment.
