Low speed shake.

. I have an 87 16V, and it has a kind of weird problem. At really low
ground speeds (under 3 mph or so) the car has a wobble. I tried new
wheels and tires, and checked the cv joints/half shafts. Front wheel
bearings are brand new as well. It seems much more noticeable under
power. Any suggestions where to turn next?
