Velocity Sport Tuning are the ones responsible for bringing this to the
world in recent years. Potterman gets them too, a little cheaper even. 

Other than buying them done, you should be able to take a core flywheel
to most any (reputable) machine shop and have the work done. Prices will
vary im sure. 

In theory, you should be able to remove each reciprocating part
individually for balancing. With a flywheel, the shop will probably want
the pressure plate although its not required, it will allow them a way to
bolt the flywheel to the balancing machine.

ALL of it. Really. Everything up to the ring gear is cut away. Then to
lighten more, the lumps on the front of the flywheel are machined
semi-smooth. Ive had 2 done from Velocity. 1 weighed 7.5lbs (in my 82
Roc) and the other (in my GLi) weighed 6.5 lbs. Stock weight is right
around 12lbs +/- 2lbs. I have a core in my garage that I will take back
to the shop ("Ricks Machine" in santee for you local socal boys) and
lighten it for the 84. (Motor build should be done by mid April...)

They just drill into what's left. when I rebuilt my JH motor for FSP, I
had given them the already lightened flywheel and he rebalanced it. I
watched him do it until it was 00-00-00. Most racers accept 05-05-05. I
just got lucky with mine.
