master cylinder or brake booster???

ok, heres the symptoms:
car #1
occasionally as i brake, i seem to loose the 'assist' in my brakes. it takes more and more effort
and the pedal sinks lower and lower. this happens as im braking (brakes act normal initially). once
it does happen, if i hit the brakes really hard the pedal will slowly make its way to the floor.
now whats funny is that it doesnt do this all the time, sometimes the brakes work fine.

once in a while, the brakes seem to 'catch' at a different pedal level. like the pedal will go down
an extra inch or 2 before the car actually brakes. once it 'catches', brakes act normal (even though
pedal is lower). on rare occasion i can slowly get the brake pedal all the way to the floor without
the brakes engaging at all (brake pedal going fast seems to get it to catch).

are both problems the same thing? what are they? i gotta fix em.
