I think the reason has something to do with being able to put in
high-wattage bulbs (not that you can't do that nowadays  anyway).  Or
maybe simply because the US insists on staying in the Dark Ages (pun
intended) when it comes to headlights.  I think it even took us a long
time to legalize halogen bulbs!

In any event, my dad had e-code lights on his first 911, and he did get
failed for it.  But then, VA will fail you for having a worn alternator
belt!
