Tac is jumping! 1000rpms-3000. What can be wrong?

Hello,

  I was driving home from Waterfest and noticed that when my 16V was in
neutral, the Tac would start jumping! 1000rpms - 3000rpms on and off. No
change in idle speed. The motor still sounded the same while it was jumping.
What can it be??
