I had this happen in my '88.  I was able to purchase new cables for cheap
(from the dealer no less!) but it turned out that the cables weren't broken.
There's a plastic "eye" inside the seat that routs the cable from the
release lever to the "pawl" that holds the seat upright.  This eye broke
off, allowing the cable to go slack.

Anyway, to ans. your question, I don't think you can do anything w/o
removing the upholstery, but this is no big deal.  If you remove the seat
and then carefully take things apart, you should have no problem.  I
cheated, and instead of trying to replace the "eye", I just shortened the
cables.
