low beam/high beam question

if i have my low beams on and i try to switch to high beams, the following
occurs:  the high beams come on when i have the switch pressed down.  As
soon as i let go, it doesn't stay on high beams, but instead low and highs
go off completely.  When i try to switch again, the highs once again flash
on when i have the switch pulled, and when i let go, the low beams come
on, OR they all stay off.  Its inconsistent.  Fuses = good.  Relay problem?
 or worse?
