get all the air out of the cooling system and most likely the fan will kick
on, and the temp will stay normal. I think you can loosen the lower rad.
hose to get the air to bleed out as you fill it up.  I dont believe
removing the ac will keep the fan from turning on.  It may be a wiring
issue but start with getting any air out first.
