The '88 Sciroccos were the only ones to come factory with
the non-upshift light cluster (in the U.S.).  There doesn't
seem to be any rhyme or reason as to what cars got the 160
and which got the 140 speedo.  I've seen them most commonly
in the '86.5 16vs, but have also seen them in '87 and '88. 
So theoretically you should be able to find a non-upshift
160 cluster.
