[tech] Water Temp and Heat

Car:  84 Shitrocco

Problem: when driving, the water temp gauge on the instrument cluster reads
quite low.  Actually, it reads in the white part of the gauge.  When it's
warmer outside, the gauge will read normal.  That is, splat in the middle
where it's suppose to be.  Now that it's getting cold, the needle stays
quite low.  Any ideas?  Thermostat?  Rad? New car?
