Rust: Not usually a big problem on 16v 'roccos. Wouldn't
hurt to check the rear axle mount area, yes I've seen them
rust there just like the Mk 1s. Another Mk 2 spot is ahead
of the door handles, and under the tailgate.

High miles: It's all about how the car was taken care of.
Mine's got a shade over 200k on it and looks like it's got
under 100k, runs that way too. Previous owners (two of
'em) were pretty good about taking care of the car.

Aforementioned front cross-member crack. It's my
understanding that it will usually show up around the front
motor mount bracket first. Check it thoroughly. Also,
downpipe's (flexjoint) crack, ususally due to letting the
motor mounts get old. Of course, be sure to find out when
the timing belt was changed. (VW sez 60k, I prefer closer
to 40-45k.)

HTH!
