ETKA, Win2000, and laptop

Hey List, 

"A friend" tried to install ETKA onto a Dell laptop running Win 2000.
Won't run. Keeps getting the following message (logged to a file):

This product has not been properly authorized for use. 
For instructions on how to create authorization codes, 
please refer to the "Starting the License Manager" 
procedure shown in the printed CD-ROM booklet that 
accompanies your CD-ROM package.

ERROR           oiedep.enus.c.ntwin	Deployment Library not authorized

Checked the archive and did what was suggested in May 2001, no luck. 
Any thoughts?
