If the wheel/tire combo is smaller, you'll hit the rev limiter earlier,
the ACTUAL speed will be lower, but you'll get there a little quicker.

Try the tire/wheel size computer on http://www.scirocco.org , and
experiment a little...

Btw, at what RPM, does your rev limiter kick in? My 16V is 7200RPM...
