Tech: Engine Hesitation

Alright this one is puzzling me, the 86 that I sold the engine is hesitating
when there is a high electrical load.

Replaced

Regulator
Ground Cable (6 gauge to chassis and engine)
Positive Cable (alt to start, start to bat)
Exciter wire
Extra Ground (alt to valve cover stud)
Ground (coil mount to valve cover stud)

When no accessories are on per the Bentley I get 13.9 volts to the Bat, with
all the accessories on I get 12.9 at idle and 13.5 at 3000 rpm. The most
noticeable drop is when the high beams are on 12.7 at the battery 11.5 at
the gauge.

I did notice that the volt gauge in the car will read 1 volt less than what
I test at the battery.

I think I may have short in the lighting circuit. I will clean the ground
rosebud this weekend and check for broken wires.

Has anyone experienced this problem and if so what did you do to correct it?
