You didn't specify Mk1 or Mk2.
I just installed the front on my Mk1 (1981).
Took me awhile of going through all my coffee cans full of spare VW
bolts/nuts/fasteners.
I found that the Mk1 Euro bumper brackets use the same thread as the bolts
used on the 8V intake manifold and also the bolts that hold the waterpump to
the block (8V).
There are probably other bolts you could use (scavaged off of a wrecked car
etc...)
Nice thing about using the VW hardware instead of metric bolts from the
local Hardware store is,  the VW stuff is a higher grade (the ones I used
were marked 10.9 on the head and others I had that fit were marked 9.6?).
