Neither...
You adjust the idle screw, which is on the back side of the throttle body
and it is usually a 7mm on '81's.
I'd replace all the vacuum connections first, though.

Replace the fuel injector seals and ALL the vacuum connections.
Make sure you get the German made, braided OEM vacuum hose, 
it's not cheap @$1 a foot, but you only need less than 2 feet.

Cap, rotor, plugs and wires, if they are bad.

Air filters and fuel filters are often ignored...

Btw, the first thing I do when I get a "new" Volkswagen, is change the
oil and filter.
