Re: smog/oxs update fundamental question



Most (probably all) state emissions inspections test under a much more limited set of conditions than the original EPA certification.  Here in NC, they test for CO and hydrocarbon emissions at an idle.  This means that they are not testing for NOx emissions, emissions under load, etc.  The visual inspection is an attempt to catch problems that might produce high emission levels under conditions they don't test for.

As an example, an EGR system lowers emissions of NOx.  If the tailpipe sniffer can't measure NOx the visual inspection is all they have.
