removing stripped alt bolt

As I was attempting the lucrative concept of ditching the a/c, I realized
that the asshole who installed the motor had stripped the bolt in the alt
bracket. This is the bolt which holds the alt onto the motor without the
a/c. Will vice grips do the job? It's very rusty and looks quite solidly in
place. I was thinking of torching the fucker out but the timing belt, head
gasket and possibly gas concern me. Now what?
