The following may not apply to you.

On some of my cars (all of my Sciroccos have had
metallic paint except for my old 1980 S  - Alpine
White - no clear coat), the paint label clearly states
that it is a two stage finish (one a clearcoat).

I could flake of the worst parts with my thumbnail.
