Relay in front of battery

While looking around the engine today I come across a relay that I never 
noticed before.  It is just in front of the battery.  Does anyone know what 
this relay is for? The reason I ask is because while I was looking at it I 
noticed one of the wires which goes down to I don't know where yet is 
completely shot.  The insulator cover is completely flaking off and you can 
see the bare wire and it is all green and corroded and it looks like if i 
touch it, it will completely fall apart, this can't be good right. thanks
