It's illegal here in Arizona too, but, you'd be surprised how many people 
don't have insurance.  They can have a plate that isn't expired yet, but, if 
I run it on the computer, it will show that MVD canceled the plate.  Then 
it's about a $300 for the canceled plate, another $450 no insurance, and I 
seize the plate.  :)
