First, sorry for the late reply, just got done moving, down to a 26k modem
connection, god this sucks.  I miss my DSL!  Cable modem here I come!
Anyone need a DSL modem? (External Cisco 675)

Yes, that wire is the ground for the horn switch, just ground it on the
firewall or wherever and you will be fine!
