Mk1 vacuum/heater problem

Hi gang,

I replaced a bunch of vacuum tubing recently on my 1981, and
found one of them was disconnected, so my vacuum was minimal.
The heater didn't work at all before, and now that I have
vacuum, it's always ON, no matter what happens with the
climate controls. The car is equipped with A/C, but it's
non-functional, if that matters.

I've been looking in the Bentley, and I'm wondering about
2 things:

1) How does the "vacuum unit for flap housing" work, and what
exactly does the flap do? Does it just re-route air from
the A/C and the heater into the ventilation system?

2) What does the "double vacuum unit" do? This is mounted
to the side of, and at the top of, the evaporator housing.

I'm guessing the heater valve is always open, and now that
I have vacuum, the flap is always open, and that lets air
from the heater in, so I get heat. Is this right? If so,
I'm guessing either the "vacuum unit for flap housing" or the
vacuum distribution valve is faulty. Does this make sense?

I haven't looked at the heater control cable yet, but
another guess is that it's either not there, or it's not
closing the valve correctly.

I have to admit this kind of stuff is fun! But I wouldn't
mind hearing from some of you about this. Peter Lindvall
(who I highly recommend) is going to take a look at some
other "issues" on the car on Monday, but I like to know as
much as I can.

Thanks much!
