Lemme see if I can tackle this one. It seems to me that your A/C is "coming
and going" I'd have to look at some wiring diagrams to be sure, but cars
with A/C should have a way to automatically increase air bypassing the
T-body when the A/C is switched on. To compensate the load the compressor
puts on the motor.
Furthermore, the radiator fan is supposed to automatically go on "High"
whenever the A/C is on, so if it is off, then there is a break in the
circuit somewhere.
Basically, It seems like your A/C is sometimes not on (not blowing cold, and
radiator fan not on) but your switch is in the "on" position, so the
computer thinks it is on, and boosts the idle to (over)compensate. Cycling
it gets the A/C to actually turn on, and the idle is fine.

Does cycling the switch always work? That sounds like it could be a relay of
some kind. Or a bad connection at the switch. Check your wiring diagrams and
see where everything connects.
