Unfortunately 10.1" rotors will not clear 13" wheels.  The original poster 
was asking about an '85 scirocco (I believe) which has 9.4" rotors stock.  
His signature says his car is an FSP car which would mean that he can't 
legally use 10.1" rotors.  For cars with 10.1" rotors, 14s are the smallest 
wheels that will fit.

The R1's are DOT approved.  I do not know about the Hoosiers or Kumhos.  I'm 
sure someone else on the list must know for sure.

I understand your recommendations on wheel size and tires, but since I have
not owned the R1's (which I understand are very hard to find right now) nor
the Kumohs or Hoosiers, I don't know if those tires are DOT approved as the
lister needed. I know that the 032R is, are the other's that you
recommended?

Also, do you know of a 13 inch wheel that will fit with the 10.1 inch front
calipers? I'd love to find some just for auto crossing.
