YES!!!!  This is the problem. I would suspect the wire has worn through 
somewhere and is shorting out. I'd pull a new wire to replace it. Make 
sure that the short is from this wire first though. (i.e. disconnect 
from both ends, and then test again for continuity to chassis ground.

Yes, this is a safety feature. The fuel pump relay only stays on for a 
few seconds following each pulse. (but at 1000 rpm, it runs 
continuously). That way, if you are in a wreck and pass out, the fuel 
pump will shut off even though the ignition is in the "On" position 
still. 


I'm glad to see that we are getting somewhere, and I hope to meet you and 
drive your bad ass car someday.
