low idle

My 87 16V has had a low idle for a while. It just dropped occasionally,
but now it is always low. It is about 600RPM. I have checked wires and
plugs, replaced all vacuum lines. I did turn the idle screw up, but the
idle didn't really change. Should I check the o-ring on the idle screw
next? Any other ideas?
