Let me count the ways.....

The easiest way is to break the torque on the bolts with the pump still
in the car and the belt tight or if need be, tighter than you would
normally run it. 
Otherwise, there is the:
air impact wrench
manual impact tool
strap wrench (chain or rope, doesnt matter.)
clamp the pulley in a vice LIGHTLY enough to not damage the pulley
and lastly there exists a triangulated tool that holds all 3 bolts whilst
you breaketh the torque of the bolts. Makes the job a snap.
