coughing/sputtering,no idle



okay, here's the problem... my recently acquired 84 roc hasn't been
running for a while.  it will start up immediately, idle at around
1800rpms for a few seconds then immediately die.  if i hold the gas
pedal about half way down, it will cough and sputter.  when i release
the pedal, the engine will rev up, then cough and die.  if i hold the
gas pedal halfway again before it dies, it will cough/sputter then rev
up again when i release the gas. (gas=cough/sputter, release=rev)
  thinking the fuel filter may be clogged, i decided to change it.  the
outlet line came off with no problem, but the intake side wouldn't budge
so i reattached the outlet line and started the car to check for leaks.
it started right up and was idling surprisingly smooth at 1800 rpms.  i
got out to check for leaks and noticed fuel spraying out from the intake
side of the filter.  why would the car not idle with the filter
connected correctly, but will idle high with fuel spraying everywhere?
could it be getting too much fuel? cold start valve leaking maybe?  any
help is greatly appreciated...
