The function of the frequency valve is to adjust the mixture according to 
the readings from the oxygen sensor.  It is pulse width modulated, I 
believe, so that it bleeds off fuel pressure from the top of the plunger and 
leans out the mixture when the oxygen sensor measures too much unburnt fuel 
in the exhaust.

Any Mechanic listers know what this device actually does
apparently is has something to do with the Lambda Sys.
