Calipers are likely siezed. The handbrake is also known for siezing. It could also be corroded handbrake cables. I'm going through the same mess right now for the third time...seems to be a common thing!
 
Make sure it isn't the cables, but you probably need new calipers. If you go with remanufactured calipers, make sure that you get a lifetime warranty! I've gotten reman ones that didn't even work out of the box, and the ones I'm using right now are less than a year old. Some people say that new calipers are the only way to go, but Potterman has them at a good price for $175 EACH, where my remanufactured ones are about $60 each. You have to decide if it is worth the potential hassle of replacing them often to save a buck and not have to pay again ever...
